Name change error on tickets to be rectified for Free !

Admit it, we have all made this mistake atleast once - booked a flight ticket with the wrong spelling for ourself or someone else. I once booked my sister-in-law under my surname. Needless to say, that experience left me a few thousand bucks lighter on the pocket. The internet is filled with horror stories as well as humorous stories (like this one: https://www.theguardian.com/money/2015/jun/05/student-changes-name-by-deed-poll-to-avoid-220-ryanair-admin-fee), about people's experience with incorrectly spelled ticket names.
Airlines have long held their ground on the pretext of preventing screenscraping (where people buy tickets at heavily discounted prices and them resell them at higher prices), but this leaves all the other customers at a huge disadvantage over a genuine mistake that can happen to anyone. Usually one has to cancel the ticket altogether and rebook a new ticket at the current prices, which can be a very expensive affair.
Well, you can take a sigh of relief - Mr. Ashok Gajapathi Raju, the Union Minister of Civil Aviation in India, tweeted on a customer complaint about such practice, that airlines are not allowed to charge any fee for errors in name, as per the DGCA rule:

Now, I couldn't find the DGCA rule to see what qualifies as error in name - for e.g. does omitting a middle name constitute and error or is that a complete name change; how many letters can you change - Spirit airlines in the US allows for 2 letters change only, while others are not so flexible; does the ticket have to be booked directly with the airlines or tickets booked through travel sites/agents are also covered under these? However, this does put some pressure on the airlines to take genuine errors into account and make changes, just don't always expect the airlines to pay along nicely.
